The free version of Annotate for Excel gives you full customization of 200+ buttons and their underlying content, but limits you to adding 3 Comments per Worksheet from the Annotate menu.

You can add as many 'regular' Excel Comments as you like (the kind with no date-stamping, no automation, and no easy way to add additional comments to an existing bubble).

The Free version is useful for light editing, or when you need to export all of the Comments in a Worksheet, or just to confirm that Annotate will install correctly on your system.
